What exactly survives when DOC becomes MD?

Is the older binary Office format still a safe bet?

The binary formats predate the XML packages, carry macro payloads that many mail servers strip on sight, and are being steadily deprecated by Microsoft itself. Use them when a specific piece of old software demands them, and the XML format otherwise.
Will the MD open directly in a browser?

Yes, and the DOC would not have. Browsers ship a decoder for MD and none for DOC, so a DOC link forces a download while an MD renders inline. That is usually the deciding factor when the file is going onto a web page rather than into an application.
