Why is my converted WebP bigger or smaller than I expected?

A PNG with strong existing compression (lossy JPG) often grows when re-encoded to lossless WebP (PNG, TIFF). A lossless PNG often shrinks dramatically when going to JPG / WebP. The ratio depends on image content — photos compress differently from line art. PNG is a poor photograph format: a photo saved as PNG is routinely five to ten times larger than the same image as JPG or WebP. WebP is still second-class outside the browser — print workflows, older Office builds and some phone galleries do not accept it.
