Upload the MKV and open the options. Frame Extraction has two modes: Single Frame saves one JPG from the second you enter (for example 1, 5 or 10.5), and All Frames saves every frame of the video as a JPG image. Yes, with All Frames in the Frame Extraction option, but watch the count: one minute of 30 fps video gives 1,800 JPG images. For a single still, choose Single Frame and enter the second you want instead.
Depends on resolution and JPG codec. A 1080p PNG frame is typically 2 to 5 MB; a 1080p JPG at quality-85 is 200 to 500 KB; a 4K PNG is 6 to 15 MB. At the extreme, every-frame PNG extraction of a 10-minute 1080p MKV produces ~50 GB total.

One at a time. Single Frame takes one time in seconds (for example 83 for 1:23) and saves that frame as a JPG. There is no field for a list of times, so run the conversion again for each extra timestamp.
Yes. Uploaded MKV files are processed on our own conversion servers, no person reviews them, and they are never shared. The upload and the converted JPG are both deleted automatically about 24 hours after the conversion, which leaves time to download the result. See /privacy/ for the full policy.
