Upload the WebM and open the options. Frame Extraction has two modes: Single Frame saves one TIFF from the second you enter (for example 1, 5 or 10.5), and All Frames saves every frame of the video as a TIFF image. There is no every-Nth-frame or one-per-second mode.
Yes, with All Frames in the Frame Extraction option, but watch the count: one minute of 30 fps video gives 1,800 TIFF images. For a single still, choose Single Frame and enter the second you want instead.

HDR footage is not tone-mapped: each frame is converted from the WebM as it is decoded, so a frame from an HDR WebM can look flat or washed out as a TIFF. Standard (SDR) video keeps its colours.

Depends on resolution and TIFF codec. A 1080p PNG frame is typically 2 to 5 MB; a 1080p JPG at quality-85 is 200 to 500 KB; a 4K PNG is 6 to 15 MB. At the extreme, every-frame PNG extraction of a 10-minute 1080p WebM produces ~50 GB total.
It depends on the size and length of the file. Small documents and images are usually ready quickly. Long videos take the longest, because most video conversions re-encode every frame.
One at a time. Single Frame takes one time in seconds (for example 83 for 1:23) and saves that frame as a TIFF. There is no field for a list of times, so run the conversion again for each extra timestamp.
Yes. Uploaded WebM files are processed on our own conversion servers, no person reviews them, and they are never shared. The upload and the converted TIFF are both deleted automatically about 24 hours after the conversion, which leaves time to download the result. See /privacy/ for the full policy.
